What would it take make a DASH CAM SMART - integrate WiFi/3G

So I am thinking about introducing Car DASH Cams in my city/country as a means to provide people with some sense of security and surveillance in times of bad stuff (accidents, corruption, terrorist attacks, shootings and such).

Usual features include a small screen, microphone, motion detector (to start recording), night LEDs, loop-ed video recording on SD Card.

I would like it to be in such a way to connect to a smart phone directly and allow user to preview the video and select a clip to be uploaded, instead of taking the SD card out, copying the video, cutting it and then putting it up.

I dont want to redesign the whole thing, but maybe some factory in Chinca can help and get me some customised features, I think a WiFi connectivity in these would allow such a connection a phone - BLE seems like wont be able to handle the large amounts of datastream - I THINK.

Ideally, the DASH CAM, I am thinking should be able to report to my phone via a Data Plan automatically and send me alerts and images, and if my phone is nearby (in car), allow me to preview recorded video on my phone, select a clip to be uploaded and then upload it. Upload may happen VIA my phone data plan or via the Data plan on the Dash Cam - then it needs to have a GPRS/3G module as well alongwith WiFi.
