Yes, he's mocked up a system using a CdS cell to stand in for a receiver. He mentions that you would *replace* this with an antenna, then use the RSSI (received signal strength indicator) output from the receiver instead of the CdS output.
RSSI just tells you how strong the received signal is. It's the S-meter on your CB.

As an FPV antenna tracker, it would probably be lousy.
