I've started the design of one 24V => USB PD. It will be available Q1 2020 as OSHW hardware. Indeed, it uses USB PD controllers. It's two early to say which, but you can find one example here: https://www.coolgear.com/product/usb-car-charger-board-60w-high-power-pcb

On some episodes of The Amp Hour, Dave Jones talks about building one into his product - It's taken his fulltime employee literally months to get it working.
So... Might be challenging. Sounds like a fun project, you should do it! :D

I'd guess that they are typically part of a power supply as they need to control the voltage.
