I think KC is correct, I have sen these under 74xx chips for power supply de-coupling

IIRC, 28.07MHz is a "significant" Radio Frequency, so I'm with Ken that it's probably some sort of hybrid filter circuit...
Looks like those special decopling caps that was placed under a DIP part. It could also be some thick film resistors/
I think it only hast to pins, check continuity between the pins

What does it taste like?
Some info about where you found it and what material it's made from might help. Also what are the dimensions, especial the distance between pins?
