IIRC, 28.07MHz is a "significant" Radio Frequency, so I'm with Ken that it's probably some sort of hybrid filter circuit...

Looks like those special decopling caps that was placed under a DIP part. It could also be some thick film resistors/

Some info about where you found it and what material it's made from might help. Also what are the dimensions, especial the distance between pins?
