Is Carbon Paper Conductive?

Keep turning up the volts. Everything becomes conductive at one point or another. Sizzle...
Even if it is conductive, it can be a pig connecting to very thin layers. Try carbon fibre cloth or even black rubber mat - which sometimes is usefully conductive and sometimes isn't.

No, or only a little. It's carbon or graphite colored tracing paper, it's coated with something like graphite grease.
