If this is the tablet there is a known issue with the internal battery cable. Take it apart, unplug the cable, clean the contacts and plug it back in. I did this, once, and it hasn't had the problem since.

my note 2 was doing the same thing it ended up being the usb cable. i went through many cables before i could find one that worked.

Is the problem it's charging over usb and needs a model specific charging cable or non-usb charging cable

Try a charger that you plug into the wall, its become 'normal' for gadgets of all flavors to need more current (to properly charge) then your average usb-socket will provide, been noticing this with all kinds of devices in the past 2-3 years.
Also if thats not it, theres something called the "battery spin test" that should help you determine if the battery is screwed, maybe try that?
