On Discord I received some great help with troubleshooting my setup from Pietern ( developer of GOES Tools) and other members to determine my LNA was not working.

Pietern:
You could try mounting your dish at a 45 degree CCW rotation. This will match the vertical polarity of the signal and give you a better signal
At least, it will better match it, I think in california you need about 30 deg CCW, so if your mount allows it, then that's great, otherwise 45 is fine too
My permanent setup for GOES-16 in the SF bay area has this rotation as well
Folks on the east coast don't need the rotation
