Hard to tell what's all on it from the tiny picture, but handy tool, potential business-card, and just a tiny bit more design effort and a pair of tinsnips, or a utility-knife and table-edge, or snap-perforation, could make it quite useful for prototyping, as well.

Plenty of different lengths with pictures and description if you search eBay with "pcb ruler". Here's a typical ad:

I wouldn't be surprised if they were made from the leftover margins from PCB jobs. Frugal idea.

Also, good call re: margins.

Actually, though, am at a bit of a loss as to how they're useful enough to be sought-after, rather'n, say, just a handy business-card. I must not be the target demographic. With a few changes, though.. hmm...
