Once the plate has been printed, simply press fit it onto the end of the spindle - the four posts are intended to pick up the four slots in the locking ring that secure the drive pulley. The case screws can be used to secure the plate, and therefore the spindle, in any one of 24 positions. 

Or, for a slightly more rigid solution, make a stand-off and screw into that.
