You'll need to draw the board outline in layer 20 (Dimension) in Eagle for board outline.
FYI: The Stop layer is the openings for things like solder pads. For a good design, you should always relocate the Silkscreens in your layout to make them readable and not overlap onto other parts or solder... more
Are you sure? yes | no
that shouldn't be a problem with OSHpark, but other fab services might put paint on your solder pads. When you open the "show layers" menu, you can deselect pretty much everything after bValues.

Ok the board is ready, but the oshpark upload said that the board is to small but with 10x10cm ?
as K.C. Lee says, you don't have any board out lines on layer 20. there's probably only a drill outline on that layer. You seem to use the top layer to draw your board dimensions. Remove the outlines and use the draw wire tool on layer 20 to redraw them.
stop layer doesn't matter that much while designing
