I used an Android Nexus 7 tablet for the video conferencing. A custom PCB with an STM32 ARM processor and an FTDI USB chip to connect the Android tablet with the motors.

Fully open source telepresence robot. Design files for the PCB, mechanical (including 3D printed parts), and software (firmware and Java code) all on github.

Using an off the shelf Android Tablet (Nexus 7) running and Video Teleconferencing app (Skype, etc), a FTDI FT312D USB host chip, STM32 Microcontroller, and a pair of MC33926 motor controllers, I was able to create a cheap easily build-able telepresence robot.
