A sustainable. compact heated shelter for the homeless that doubles as a USB charging station in the summer

The overall goal of this project is to reduce the number of deaths of homeless people in the winter, while providing some benefit for the rest of the urban population during the rest of the year. The solution I found was providing a small heated shelter run off of solar power and a battery bank. The only benefit I came up with was charging USB devices. This would be a paid service to support the maintenance of the shelters. I am completely open to the idea of other benefits these shelter could provide and feel free to suggest them.

If you need help from an electrical engineering standpoint; I'd be glad to take a look.  This concept sounds very interesting and useful to me.
