This seems very cool, but yes, it is indeed as Jonathan Perry-Houts says. You would need a uv led or something.... here is an overkill lamp to give an idea:

Are you sure your LEDs will emit light in the correct spectrum? I'm no biologist but I assume photosynthesis only works with relatively specific wavelengths, and if most of your LED power goes in to some other range, it will just be going to waste, basically. Then again, if your solar panels are tuned to gather light outside of that range, and convert it to the correct range via appropriately selected LEDs, you could be on to something.

But you'd think that millions of years of evolution would make leaves better at that than whatever we can do with solar panels. Unless you just want a secret plant in your closet, and aren't too worried about inefficiency.
