On the number cipher, I tried all possible alphabet rotations, then mirrored the cipher wheel and tried all rotations again. It's not using a rotation cipher. I tried letter frequency analysis but this was difficult because the message is so short. A longer message would be too easy, wouldn't it?

The DTMF decode is T9, netting you the following two blocks delimited by "105710571057"

Not sure if I'm working the decrypt correctly on the block 2 or not.  My attempt at a key...from working the ciphered text's common single/double/grouped letters nets definite words...but results in my words of "WTF does that mean?!".
