What do we have here? Some sort of high pressure or high vacuum chamber with all sorts of ports and wires. Motors, pumps, and a scientist who understandably looks rather proud of her creation.

Well, it started because I wanted a simple bell jar. Then someone said make it a dual chamber, so we did. Then the Government got involved and....

Yes it is a Radio Frequency Quadrupole, we can see on the right back ground a paper with "??Q Project" meaning RFQ Project.
We can guess as well a sticker one meter right beside the left hand of the lady with "RFQ1"
The large metal box behind the lady is probably the charge particle source.

You missed that the image is filed under INSTAL.RFQ.  It's ok,  I didn't see it either until I had found out what it is for my self.
