We have a library of recommended CAD footprints here provided by TI: https://www.snapeda.com/libraries/texasinstruments/texas-instruments-packages/. Compatible with Eagle, KiCad, Altium, etc. (although the ones we have are made to newer IPC standards -- the ones in this document are made to the older version of the standard...)

I wonder how difficult it would be to extract that table of dimensions and programmatically generate footprints for your favorite CAD package?

I dunno, I generally do them by hand while looking at the table. But yeah if there's a guy that loves scripting it would be a piece of cake for him.
