Product of (current x mux time) needs to be greater. Cut down the number of muxed LEDs or turn up the current. For short illumination duty cycles you can over-current by at least 10 times.
Thanks for the reply Bruce. I've increased the current to each LED. My multimeter shows 9.8mA pulsed and 24mA un-pulsed. I'm happy with the brightness. Thanks for the tip!
