Samuel A. Falvo III finally finished what I think is a good first draft of the requirements for the Kestrel-3's hardware CPU, and I made it available for review and commenting. (I'll move it into a more appropriate Github repository later.) Let me know what you think, especially if you find anything confusing. Whatever is confusing will need more documentation.
