This is a breakout board with the bare minimum in terms of components and breakout pins that will allow for burning the bootloader and uploading code to an ATmega328 TQFP-32 chip following the Arduino ISP method. Once completed, you'll have a basic Arduino compatible board in your hands, with five digital pins to work with, enough to blink a LED, add Bluetooth connectivity to a device, etc.
