TundraFound a missed solder bridge on ground pin of NeoPixel strip. With that in place, I've got simple nightlight functionality working. I am seeing 'flicker of NeoPixel during WiFi activity' that I've seen mention of elsewhere - I may need to move Vcc for the NeoPixel from the ESP32 3.3v bus to 5v bus off the buck regulator.
