How to take long exposure video

My problem is that the frame rate of the video recording is too fast compared to my Pov and doesn't look OK in the video. I am looking for a free Android app that allow me to change the frame rate or the exposure time. Any suggestions?

Last I checked Android frame rate adjustment on Android depends on the device, for example FV-5 app can go down to 15 if your phone supports it https://play.google.com/store/apps/details?id=com.flavionet.android.cinema.pro
The lite version is free for short clips.
