Is textured plastic with points a thing?

Is there a plastic similar to the velcro "hook" side that has points instead of hooks? The surface would be something like a plastic hairbrush, with very short bristles. The points would grab the fabric and prevent the motor from slipping, but also be easy to pull off and move.
It probably exists, I just don't know the right keywords to search for.
Anyone have a good contact (or suggestion) for this type of surface texture?

what's the requirement of it being plastic? There are adhesive backed velcro. The right adhesive would probably suit most purposes.

Plastic isn't a requirement, I suppose we could use metal. Is metal with a grabby texture a thing?
We're currently using adhesive backed velcro, and the hooks don't grab fabric at all. I've found that adhesive doesn't work well with multiple placement - after a few repositions the glue gets filled with lint and stray strands and such. Also I don't want to leave adhesive behind in previous positions.
I suppose we could put magnets on the other side of the fabric to keep the motors in place.
