Emergency Call Button

I would like to build or find an emergency alert that she can wear, which when the button is pushed, will send a signal directly to my cell phone. All of the Emergency buttons I have found, contact a base station, and may require a monthly fee. I want something that can send me a HELP signal, via bluetooth or wi-fi, that is waterproof, and doesn't cost a lot. Any ideas?

don't rely on internet connection for device like a panic button, you can make over bluetooth if range is close enough or NRF for wifi (but you need 2nd receiver to send to your phone) try with ziplock bag first. and you can buy the waterproof enclosure. or gopro enclosure

WIll have to put it in a waterproof bag. Found a pouch on ebay which mom can wear around her neck.

I can tell you from experience that wifi (at least and probably bluetooth as well) is strongly affected by even a shallow layer of water.
If the gym has wifi, you might be able to use an ESP8266 to get a signal out to your cell phone providers SMS API. Or to your own server which could then send an email.

as inexpensive as some of those buttons/base station versions are, maybe spend the 20.00 get one and find out what kind of signal it uses and modify it if need be. and or make an app to listen for that signal?
