The Receiver Cleanup Utility should remove all components, and following a reboot a fresh install of Citrix Receiver should go through
If it doesn't, you may need to re-run the cleanup utility
I've seen it take two attempts to completely remove all components.

when you run the cleanup utility, it should indicate that it is removing application components, registry entries, etc.
there are 5 workitems it must complete before you reboot

After I restart my computer I try to download citrix and that is when I get the message saying its already installed and to make changes I need an admin login
