Finally I found why I was problems with crystal before and then I was opting for external clock

Now I'm going to eliminate external clock and I'm going to use 4MHz maintain 48MHz.

I know crystal must be near of MCU but even so I still had problems too.

Also I'm going to add an actuator enable/disable switch
