I have looked into this. One of the issues is the type of plastic used in bottles. For most flavors of drink bottle plastic that can be reused, a heated bed is required. Many 3D printer users do not have this. Also, the deposit for returning bottles would in a lot of cases buy a lot more plastic than would be recovered. More practical would be a larger maker community-based shredder for things like ABS pipe, or as kirk mentioned, refrigerator liners etc. One consideration for a plastic reclamation system is getting rid impurities.
That being said, a desktop unit for recovering plastic from misprints or support material would be stellar. I think that the cost for something like this could hit near the $100 mark.

I really like the idea of a hacker chat, but doing it through a project page really seems like a hack. Dont get me wrong, I love hacks, but if the devs ever get some spare time, maybe a dedicated chat or IRC style interface would be better?

Looks like you have a CAD model of the system put together but no shared directory with the model files. Can you link to that?
Where would I host something like that? I worry that someone would use those files commercially. I can make some of the prints available and definitely answer anyone's specific questions but I still trying to gauge my own comfort in terms of public disclousure.
It's a tough line to walk, especially given the traditional viewpoint that anything new needs to be patented or will be immediately duplicated and exploited. My suggestion? Put the CAD files on a public Dropbox/Google/Github repo, include a solid license that bars commercial reuse (so NOT the MIT license, for example), and reap the sweet sweet OSH community enthusiasm for your project.
I just might. Need to think about it though. This duplication/exploitation even with IP isn't theoretical in this product category. I have seen a lot of knock offs of competitors on aliexpress and ebay. Ignoring the financial implications of sharing I don't want to take the reputation hit of knock offs that injure someone or break.

I wish some organization would have a contest to build an inexpensive desktop plastic shredder. So people could make their own 3D printing filament from waste plastic like bottles.
Currently the only portable shredder costs $400 http://filamaker.eu/
A design idea for one is on Instructables, but it is incomplete and needs improvement. If this worked it would e very inexpensive http://www.instructables.com/id/Plastic-shredder-for-making-3D-printer-filament/
Filament is expensive while hundreds of tons of plastic is being discarded every day. A desktop plastic shredder that costs less than $100 would be revolutionary. With such a device the cost of 3D printing would be next to nothing after the printer. Please have a contest.
